Dogs described as "teacup" size are deliberately engineered preemies or the offspring of runts. People who breed dogs for size alone instead of trying to breed the best dogs they can are greedy.

Many of these badly-bred tiny dogs have serious health and behavioral problems. It stands to reason that a dog with serious health problems will have a shorter life expectancy. Not to mention outrageous vet bills.
